Defense Bill Recognizes Iraqi's Kurdish, Sunni Militias As A "Country":

The House Armed Services Committee on April 27 released an annual Defense Bill that authorizes $700 million in aid to Iraqi forces fighting the self-proclaimed Islamic State (IS). ...

The bill "would require that Kurdish peshmerga, the Sunni tribal National Guard be deemed a country", according to a bill summary.  Doing so "would allow these security forces to directly receive assistance from the United States."  ...

In addition, the bill would authorize $600 million for FY 2016 to train and equip vetted Syrian rebel groups to fight IS and another $300 million to help Jordan defend its borders with Iraq and Syria. ...

A separate part of the Defense bill denounces Iran's "malign military activities" and "grave threat to regional stability and the national security interests of the United States and its allies and partners."

  • While the post says that, "Republican war-policy writers are demanding that the United States recognize Kurdish and Sunni militias as their own 'country' amid growing concerns about Iran's influence over Baghdad." we need to remember the fog of this tribal, sunni vs shia, religious war, along with the Libyan debacle, and Libya's arms going through Turkey, for sunni side up egg heads, that flipped in a heated pan. A sunni side up ideology, too shared of the Potus, has even he attempts to cause unity of sunni, shia, while playing both sides of the equation, and the political class follows its banking, and investors, sucking the energy out of America, for themselves.

      Yup.  It is like burning a candle at both ends.  Especially with the ping-pong bureaucracy of Iran and (dare I say) Russia.  It's just entertainment for them to watch POTUS run around like a chicken with his it's head cut off - throwing 'welfare' money at these scumbags has not ever worked in America's favor. 

      POTUS is being played like a cheap violin and he doesn't even know it.

    What is even more scary is that no one has 'called him on it' yet.  It's just business as per usual.  POTUS evidently has extreme disdain for anything or anyone that is not Islamic extremist. The next thing we'd know is for the people of those new nations will be here building a 'country within a country'.

        You are spot on about that.  Of course MSM will not report this information - Lou Dobbs used to do a good job about reporting on illegal immigration - primarily when the immigrants were from Mexico.  No one in MSM will report on the real immigration problems.  Anytime there is talk about illegal immigration, it somehow is only about the Mexican and South American immigrants. 

        Since MSM will not discuss the immigrant issues we will have to try and get the Presidential candidates to.  It is not as though it is some big secret - our leaders have to know about all the Obama immigrants are 'seeding' America.  At least some state leaders are trying to put a stop to the forced Obama immigration policies.

        What is really sad is that the Obama immigrants come here hoping for a better future with education and healthcare benefits only to find out it is not what they hoped.  Often times their American dream has become their worst nightmare as immigration policies are a total nightmare for the American people. 

        No telling if the introduction and spread of diseases via immigration or forced vaccination schemes will be our biggest downfall.

  • The Kurds have lived in a mountainous, roughly 74,000-square-mile region known as Kurdistan for the past
    two millennia. Throughout their history they have remained under the thumb of various conquerors and nations.
    Since the early 20th century, the region has been divided between Turkey, Iran, Syria, and Iraq, all of
    which have repressed, often brutally, their Kurdish minority. The Kurds, who number 20–25 million, are
    the largest ethnic group in the world without their own nation.

    The Arab states that emerged after World War I have always struggled with their heterogeneous populations,
    uncertain national identities, and deep internal fissures. They have existed for almost a century, and vested
    interests have developed around the preservation of their national borders and institutions. But ethnic,
    sectarian, and tribal divisions still linger, as conflicts in Iraq, Lebanon, Libya, Syria, and Yemen so
    clearly demonstrate.

    After the 2003 invasion, Iraqi Kurdistan welcomed the U.S. military occupation, and before long, it was a
    direct beneficiary. Iraq’s new constitution, passed in 2005, confirmed Kurdistan’s special status by creating
    a federal system that granted the Kurdistan Regional Government (KRG), based in the city of Erbil, a large
    degree of self-rule over the provinces of Dohuk, Erbil, and Sulaymaniyah. It also gave Iraq’s 15 other
    provinces the option of attaining similar status. Yet despite the federal system enshrined in Iraq’s
    constitution, Baghdad has still done everything it can to curb Kurdish autonomy and to prevent other provinces
    from demanding autonomy as well.

    The bone of contention between Baghdad and Erbil is control over the region’s oil and gas. Baghdad insists
    that all oil revenue must flow to the central government, which will then distribute it to Kurdistan’s three
    provinces and Iraq’s other provinces. On the basis of its population, Kurdistan is supposed to receive 17
    percent of Iraq’s total oil revenue. But the KRG contends that after Baghdad deducts payments to oil companies and Kurdistan’s share of the country’s expenses for national defense and foreign affairs, Kurdistan receives only 10–11 percent.

    Dozens of foreign companies, such as the Anglo-Turkish company Genel Energy, China’s Addax Petroleum, France’s Total, Norway’s DNO, and Russia’s Gazprom, rushed in to establish a stake in what Tony Hayward, the former CEO of BP, described in 2011 as “one of the last great oil and gas frontiers.” By 2012, even major U.S. oil companies, such as Chevron and ExxonMobil, had sealed exploration and production agreements directly with Erbil, openly challenging Baghdad -- and the Obama administration, which, despite Washington’s established support for Iraqi Kurdistan, has opposed the deals, fearing that oil disputes within Iraq could threaten the country’s stability. Those major U.S. oil companies joined five smaller U.S. firms -- Hess, HKN, Hunt, Marathon, and Murphy -- and over 40 companies from Canada, China, Norway, Russia, and various Arab and Asian countries in tapping into a Kurdish bonanza estimated by industry experts to amount to 45 billion barrels of oil and 99 trillion to 201 trillion cubic feet of gas.

    The Obama administration has backed Baghdad and pressured the KRG by, among other things, "trying to stop people from buying Kurdistan's oil, and threatening legal action against companies trying to import into the United States".

    Such economic pressure is no minor threat for a country of only six million people that has taken in
    some 250,000 refugees from Syria and about 750,000 refugees from other parts of Iraq. However, it's not clear
    that America has much leverage over the question: after US opposition made little difference to the breakups
    of Yugoslavia and the Soviet Union.

    Regardless of whether Iraqi Kurdistan pursues sovereignty plus confederation, or full independence, right now
    it faces a more immediate ­problem. As experts who testified on Kurdistan to the British parliament recently
    pointed out, the KRG has a 1,000km border with the Isis Caliphate and only 50km border with Iraq.

    Moreover, Isis now fields armoured vehicles and artillery pieces captured from the fleeing Iraqi Army, while
    Kurdish forces have little more than small arms.

    As Galbraith puts it: "The ironic fact is that the US has ended up arming Isis, which is our enemy, and not
    the Peshmerga, who are our friends."

    I guess I should not have been surprised at the latest POTUS maneuvers, since his bold faced lies about not engaging in 'nation building' - is not exactly the same as 'nation inventing'. 

    I'm not all too sure about what the true influence is here as a means to an end.  Kurdish nationalism has been construed a mish-mosh of self-determination, Marxism and Leninism and the PKK is listed as a terrorist organization by the U.S., NATO and the European Union.  China, Egypt, India and Russia do not see the Kurds as terrorists. So, hows that going to work out for us?  I doubt that the Middle East is comfortable with the Kurds becoming a sovereign nation anymore than we are comfortable with Iran making a nuclear bomb. And it is going to cost lots more money than we think if Russia decides to initiate another war with Georgia - which would be a threat to northern Turkey.  What a mess. 

    Seriously, how is the DoD going to "train and equip vetted Syrian rebel groups" when we've lost track of hundreds of islamic 'refugees' into this country? 

    It has probably not even occurred to POTUS that the Kurds (PKK) may have hopes of acquiring a little pocket change and making attempts at a little payback from yesteryear's politicking with the United States.  Especially after the dealings with Saddam Hussein - the United States used the Kurds to punish Saddam (who was a U.S. puppet), then abandoned the Kurds after it was felt that they were not needed anymore.  Eventually, as we well know, POTUS captured Saddam and then had the Kurds (I think) execute him. 

    You are definitely right about the oil and gas being the major bone of contention for that region.  The general belief is that the Saudi Family owns most of the oil in Middle East and I was surprised to find that Russia owns and controls most of the oil and gas for that region via pipelines.

    If the United States recognizes the Kurdish and Sunni militias as a country, where exactly would that be?  Are they going to be used by POTUS as foot-soldiers and/or hit-men?  I have doubts that this will go over well for 'our friends', we may just be setting them up for more than just another costly heartache.

    It will be interesting to see if they even want a declaration from POTUS of any kind - did POTUS check with them or is this an offer POTUS does not think they will refuse?

      The Saudi’s are a little ticked at us right now,

      1. We produce more oil right now than they do. (a big no-no on our part since the oil embargos of the 70’s)
      2. Since the 70’s we have let the Saudi’s act as the Arab big brother and dictate there way. (Act as the police force with our troops as the enforcers.)
      3. Now we are making deals with Iran and letting them be the enforcers. (Kerry and the man occupying the White House) This has really ticked off the Saudi’s.
      4. Citizens are 85-90% Sunni and 10-15% Shia), other (includes Eastern Orthodox, Protestant, Roman Catholic, Jewish, Hindu, Buddhist, and Sikh)

      note: despite having a large expatriate community of various faiths (more than 30% of the population), most forms of public religious expression inconsistent with the government-sanctioned interpretation of Sunni Islam are restricted; non-Muslims are not allowed to have Saudi citizenship and non-Muslim places of worship are not permitted.

      As for the Kurds, I have lived, eat, trained, and fought side by side with them a few times over the years. I hold their cause very dear to me and will till they prove me wrong.

      Peshmerga {"one who confronts death") are the military forces of Iraqi Kurdistan. The overall formal head of the Peshmerga is the President of Iraqi Kurdistan. The Peshmerga force itself is largely divided and controlled separately by the Democratic Party of Kurdistan and Patriotic Union of Kurdistan, although both pledge allegiance to the Kurdistan Regional Government. Efforts are under way to gather the entire force under the Ministry of Peshmerga Affairs. Peshmerga forces are responsible for defending the land, people and institutions of the Kurdistan Region.

      Because the Iraqi Army is forbidden by law from entering Iraqi Kurdistan, the Peshmerga, along with other Kurdish security subsidiaries, are responsible for the security of the Kurdish Region. These subsidiaries include Asayish (official intelligence agency), Parastin u Zanyarî (assisting intelligence agency) and the Zeravani (military police).

      In 2003 during the Iraq War, Peshmerga are said to have played a key role in the mission to capture Saddam Hussein. In 2004, Peshmerga forces captured al-Qaeda key figure Hassan Ghul, who revealed the identity of Osama Bin Laden's messenger, which eventually led to Operation Neptune Spear and the death of Osama Bin Laden.

      Following an unexpected large-scale ISIS offensive against Iraqi Kurdistan in August 2014, Peshmerga and other Kurdish forces from neighboring countries have been waging an all-out-war against ISIS in both Iraq and Syria. As of February 2015, around 1,050 Peshmerga soldiers have been killed while dozens are still captured.

      As for the man in the White House wanting to give money and arms to them I do not think so (He is too busy with Kerry and the State Dept. trying to make deals with Iran) I do believe it is Congress that is doing this.

      This whole thing is a powder keg and it’s going to blow, it’s only a matter of time. This has been going on for 1400 years with no end in sight.

        Wow. I didn't know about the Saudi's were upset with us about oil sources here. Our source of oil is not a long-term or guaranteed source.  Shouldn't the Saudis be more concerned about Russia's oil and gas pipeline assets in their backyards? 

        Wasn't Osama Bin Laden found in and protected by Pakistan?  Although it was American forces that went into Pakistan to get him.  Last I heard the 'jury is still out' on how Operation Neptune Spear really went down. 

        Yet we send (according to a recent report) Pakistan $20 billion a year in aid. 

        'Powder keg' is an understatement.  I'm afraid that we will be left holding the bag on that one - especially if it actually becomes the WWIII, or the fuse to WWIII that everyone has been anticipating for the past few years. 

        Questions:

        1.  Do you know if it is true that the CIA 'controls' ISIS?  If so, is that 'control' POTUS or Congress? 

        2.  What makes POTUS and Kerry think that Iran really wants to negotiate any sort of nuke deal?
