Syria 'welcomes' proposal to put chem weapons under international control

Washington (CNN) -- Syria on Monday embraced a Russian proposal for Bashar al-Assad to put his nation's chemical weapons under international control as the United States considers possible military action over an alleged poison gas attack last month.

Syrian Foreign Minister Walid Moallem told reporters in Moscow on Monday that his nation "welcomes" a statement from Russian Foreign Minister Sergey Lavrov, who said his country would urge Syria to take that step if it would avert a U.S. military response.

The comments came as Secretary of State John Kerry also seemed to endorse a similar scenario.

Assad "could turn over every single bit of his chemical weapons to the international community in the next week," Kerry said during a news conference with British Foreign Secretary William Hague. "But he isn't about to do it and it can't be done obviously."

Latest developments

Kerry made the remark in London during the final leg of a trip that also included stops in Lithuania and France.

But the State Department sought to clarify Kerry's comment.

"Secretary Kerry was making a rhetorical argument about the impossibility and unlikelihood of Assad turning over chemical weapons he has denied he used," State Department spokeswoman Jen Psaki said.

The Obama administration says the al-Assad government was responsible for the August 21 chemical weapons attack outside Damascus that it said killed more than 1,400 people.

President Barack Obama is seeking congressional approval for a military strike in response but is so far meeting resistance from lawmakers and the public, concerned about the United States again intervening militarily in a foreign crisis.

Syria has been engulfed in a civil war that has killed more than 100,000 people over the past two years, according to U.N. estimates.

Kerry's point "was that this brutal dictator with a history of playing fast and loose with the facts can not be trusted to turn over chemical weapons, otherwise he would have done so long ago," Psaki said. "That's why the world faces this moment."

Kerry is due to participate in a classified briefing about Syria to members of the House of Representatives after his return from London later on Monday.

Damascus welcomes Russia’s call to hand control over its chemical weapons to the international community, the Syrian Foreign Minister said responding to Sergey Lavrov's statement after the two met in the Russian capital.

“Syria Arab Republic welcomes Russia’s initiative, based on the Syrian’s government care about the lives of our people and security of our country,” Syrian Foreign Minister Walid al-Muallem said in response to the statement by his Russian counterpart.

“We are calling on the Syrian authorities not only agree on putting chemical weapons storages under international control, but also for its further destruction and then joining the Organization for the Prohibition of Chemical Weapons,” Russia's Foreign Minister Sergey Lavrov said earlier.

The UN chief has called for measures to provide for the safe storage and destruction of the Syrian chemical weapons arsenal. 

“I am sure that the international community will take quick measures to make sure that these chemical weapons reserves are stored in a safe place and are to be destroyed,” Ban Ki-moon said.

Britain has responded to the Russia-Syria dialogue, saying that the chemical weapons handover idea for Syria must not be used as a “distraction tactic”.

"If Syria were to put its chemical weapons beyond use under international supervision clearly that would be a big step forward," Cameron told parliament. "We have to be careful though to make sure this is not a distraction tactic to discuss something else rather than the problem on the table."

David Cameron also stressed that the Syrian conflict can only be solved with “political methods”.



Cameron said that the only way to put an end to the conflict in Syria is to work out a peaceful political decision, adding that through it Syria will come to stability and democracy.

  • Mr. Obomber wanted all along to neuter the United States -- in his world, level the playing field, end the superpower status of the US.

  • Obama the amateur........"his messiah-ship" and his ego are always first considerations when viewing anything Obama does....the asshat could work a lot of issues favorably with Russia if he would understand even the basics of foreign policy and desire to foster America benefit.  I wonder if the 18-21 year-olds in 2008 now 23-26 are getting any of impact "the one" has cost them?   I doubt it.......

    Never has the United States faced a more grave enemy than Barack Hussein Obama...and he lives among us, even in the White House............

  • We know who and what Putin is. KGB. Although he has stated that he is now a Christian his past clouds whether or not it is just a political move. Yet we know all this. Obama is the most secretive President ever. We know nothing about him other than all he has told us is lies. So how can we trust him or any of his administration? As far as trusting Putin, I do it tongue in cheek. I am positive there are ulterior motives. Obama has turned our country into the laughing stock of the world. A limited strike on Syria would increase that sediment. As for the "cold war". It would end the minute Obama is out of office and a true patriot takes his place.

  • Very strategic move on the part of Putin and Asad.  This may very well push Obama over the edge.  Now he has to risk everything if he goes in which positions him for full frontal Impeachment.  (As if any of his other actions as POTUS are not already grounds for this divorce.)  It would be unprecedentedly amazing to see his COS deny him the use of our pilots, ships or ground troops for this obvious love affair with the MB/AQI/Hamas.  His (Obama's) ego is nothing short of that which the Roman Caesars' once displayed.  Let's just hope his real identity is not that of Nero.
