U.S. Senate Passes Bill Approving Mandatory Vaccinations For Veterans

U.S. Senate Passes Bill Approving Mandatory Vaccinations For Veterans:

"Fundamentally, biological warfare is sneaky.  It involves a microbial sucker punch to its intended target, often accomplished in a manner in which the aggressor can claim clean hands, while his victim may suffer or die.

Biological warfare can take a number of forms.  The question - how can you get a bacteriological or toxic agent on board after the target is alerted - has been asked and answered.  In addition to using humans and animals as vectors, biological warfare agents can be airborne, waterborne, foodborne or put in pharmaceuticals.

Substantial concerns have voiced concerning the potential for inserting bioweapons into vaccines.  Indeed, given the history of known contaminated vaccines, this is hardly a matter of speculation.  Polio vaccines have been found to contain cancer.  A Merck rotavirus vaccine was found to be contaminated with a pig virus.  Another Merck product, the Hepatitis B vaccine, was reported to have been laced with the AIDS virus.  In addition, a tetanus vaccine distributed in the Third World was found to contain human chorionic gonadotrophin, an anti-fertility agent known to produce spontaneous abortions.

A Bill just passed the U.S. senate, mandating that the U.S. Department of Veterans Affairs ensure that all Veterans receive immunizations (vaccines) per a draconian schedule.  At this juncture, active military must receive over a dozen vaccines.  This piece of legislation is therefore an effort to extend the vaccine mandate to those who have previously served their country.

Sec. 101 of Senate Bill 1203, named the 21st Century Veterans Benefits Delivery Act, states that the Department of Veteran Affairs will be tasked with the mandate to 'ensure that the Veterans receiving medical services under Chapter 17 of Title 38, United States Code, receive each immunization on the recommended adult immunization schedule at the time such immunization is indicated on that schedule.'.

The schedule referred to above is frankly staggering.  Over ninety vaccines are listed.

The issues here are legion.  First of all, an entire group of individuals, those who are at one time were in military service, will lose their inherent right to opt out of receiving what is considered prophylactic treatment.  According to Anita Stewart, who served in the Air Force and now hosts Wise Women Media Radio Show, 'This could include experimental vaccines or vaccines that have not been tested.'

It is believed that those who refuse will, under this Bill, lose their medical benefits.

Second, there is the issue of the sheer numbers of allegedly preventive immunizations required on this schedule. As anyone who has come down with a case of the flu due to taking a flu shot might realize, the number of immunizations on the required schedule could be enough to sicken anyone.

And herein lurks the question of vaccine safety.  Flu vaccines have been known to cause Guillian-Barre syndrome, which is a neurological disorder wherein a person's own immune system attacks the nerve cells and can cause paralysis.  Gulf War Syndrome, which may manifest with such symptoms as rash, severe fatigue, muscle and joint pain, headache, irritability, depression, gastrointestinal and respiratory disorders and neurological cognitive defects, is thought by some researchers to have been caused by 'vaccine overload'.  According to Dr. Mae-Wan Ho and Professor Malcolm Hooper, U.S. Gulf War soldiers received 'at least 17 different vaccines, including live vaccines (polio and yellow fever) as well as experimental vaccines that had not been approved (anthrax, botulinum toxoid) and were doubtful efficacy.'

Other researchers have attributed Gulf War Syndrome specifically to the anthrax vaccine given to the troops. ...

Veterans have already served their country.  To re-enlist them as lab rats diminishes both the concepts of freedom and democracy and also those who have served to protect these ideals.

Senate Bill 1203 was authorized by U.S. Senator Dean Heller, Republican from Nevada.  It passed the U.S. Senate on November 10, 2015 and now goes to the House of Representatives for consideration." ...

I'm in the proccess of investigating Senate Bill 1203 and will be calling Dean Hellers office but so far I do not read that immunization a will be "mandatory" but are to be given on the "approved" schedule to insure proper immunizations. The bill is some 33 pages and covers numerous subjects. I would caution everyone not to jump off the deep end as I did when I heard people stating if you don't submit to these immunization a you will lose your benifits. If any of you can show the exact place in the bill that states they are manditory and must be taken please post it for us if not hold off until we can find out for sure. THANKS.

Michael M. Regan:

Thanks so very much for your help and running this report down.  I only know 2 Vets in Reno and they are trying to help run this down as well.  Heller's office will not talk to me because I'm not a constituent of Nevada.  I've made several phone calls here in Maryland - and will continue to make calls until I get answers.  ;-)

I was trying to get more information and details on the Bill as well (which is one reason I listed several reference links above) -- check out the reference above under '13 June 2013 - S. 1165' and see the distinction of "to provide" and "to ensure". Not able to figure our why the GPO's xml link (to provide) is different than the pdf link (to ensure).

I believe that the mandate-language added is the same implied/coerced/forced mish-mosh-mandate for the FluVax, to 'vaccinate adults' legislation - referenced above link '01 October 2015 - Flu Shots To Be Mandatory?'.  The legislative language "immunization schedule at the time such immunization is indicated on that schedule" - may be construed as a legislative mandate according to the CDC's mish-mosh-definitions and requirements. Which is the same language used to require children to get vaccinations before they are allowed to attend school.

Also see the '[Title] 38 U.S. Code 1701 - Definition' link listed above.

I have not been able to find any 'direct' references to loss of medical benefits upon refusal to accept any vaccinations.  However, a Vet can be 'rescheduled' for a 'reevaluation(s)' at anytime, for any reason. [I've been there and done that - at the DCVA].

Right now the Bill is in the House of Rep. for consideration.  As long as we continue to ask questions, they know that we are watching and will not let this slip through without further research or any vetting.

Again, thanks so very much for caring and helping to pick up on this.  Let me know what you find out -- I'll do like wise.

Morning Star. My pleasure. We have supported Heller here in Vegas because he's always been a strong advocate for Veterans. I would hate to find out he put us in an either or situation. If he did he would lose the veterans vote here in Nevada. Personally I don't read "Manditory" as far as having to take the vaccinations in the bill but we need to hear it from the horses mouth. I'm definetly staying on this until we get clarification. One site I was on stated that in all probability the bill has about a 19% chance of passing. I don't know how they came to that conclusion.... Just thought it was interesting.
UPDATE: This morning I contacted Senator Hellers office in Washington D.C. And asked for a clarification on subsection of Senate Bill 1203 on immunizations pertaining to military veterans. The person I spoke to was not familiar with the bill but took my information and said Senator Heller will reply via written mail (snail mail). As soon as I recieve his clarification I will pass it along as this concerns many of us. Many of us here in Nevada have supported Senator Heller as he's always fought for Veterans rights. At this point I don't believe he would put veterans in an either or position. WE SHALL SEE..

Yet another report ... I doubt if the term "mandatory" will be used in any legislative language, however the threat exists with the criss-cross influences of so many Agencies of Authority.  I wish that these reporters would actually reference the terms with a 'link to' in their articles - especially about the possibility of Vets risking loss of benefits.  But many of us Vets who have had to deal with 'The VA System' have experienced the semantic word games that they play - and they will laugh right in your face as they do it.

This article also insinuates that Veterans will need to complete their immunization schedules that began while they were on active duty... protecting the home front civilization [from any cooties may have been picked up from overseas] ...

U.S. Senate Approves Mandatory Vaccinations For Veterans:

In SB 1203, Section 101.(c)(1) - REPORTS TO CONGRESS, also states:

"including targets for compliance, to ensure that Veterans receiving medical services under Chapter 17 of Title 38, United States Code, receive each immunization on the the recommended adult immunization schedule at the time such immunizations is indicated on that schedule."

United States Code: Title 38 - Veterans' Benefits:

CDC: Immunization Schedule For Adults:

W.H.O. Soon To Classify Aging As A Disease, Opening The Flood Gates For New Pharmaceuticals:

BARDA: Genome Hygiene Authority Or Vaccination Police Force?

[Biomedical Advanced Research and Development Authority]

Public Health Emergency Preparedness:

Experimental Vaccines:

Again this is why the writers of the bill need to clarify. Because section 101 can be interpreted that the VA is to be made responsible for administering immunizations according to the approved schedule. It could be interpreted that the responsibility is put on the VA but dosent say it is maditory that we veterans have to submit to all vaccinations. I can only hope it is the latter as from looking at and knowing Senator Hellers work for Veterans that he would put us in that situation. If it works out that the former is true there will be a massive uprising of veterans across the country. When we took the oath we were promised medical care to deny that is to violate our contract of enlistment and I foresee class action law suits it that were to happen. Let's hope we can get some clarity on this soon. I hope those of you who are Veterans and those who know veterans will contact those who authorized the bill and ask for clarification. If enough of us contact them they will have to respond.

Michael M. Regan~

I'm with you on that.  Of course most of the rule by fiat laws are written with such vague information, aka - 'legal-ease' - that's one way the government leadership gets away with so much nonsense.  One main example is the Obama Health Scare Law - it took a few years (and counting) to understand that it is a deceptive mess of legislation (to put it mildly).

I happened to speak with an attorney about it (Retired Navy JAG) and he said that Veterans would fall under the rules and guidelines of civilian authorities for the 'immunization schedule of adults', however, without definitive clarification, the Vets receiving medical care at the VA are 'wards' of the government (government property) by virtue of contract (permission for medical treatment granted by the Vet) and the VA sets and adheres to the terms for that contract and any associated liabilities for violations of that contract.

[We were initially discussing 'Veterans Courts' and the fact that so many Vets are in jail or are on death row (not to excuse their crimes) who suffer from PTSD, a mental illness, or suffer traumatic brain injuries.  Another topic of discussion for sure ...]

VA tactics of setting terms ...

VA Scheduler Whistleblower/Confessions:

Thanks Morning Star & Michael Regan for the excellent review of this Senate Bill 1203.

I currently receive benefits from a VA hospital - excellent ! services by the way.

I spoke to my [DP - designated physician; for my case, a higher level nurse practitioner] some time ago about vaccinations. She felt that the current contract I sign , or choose not to sign, would cover my choices. For example, I refuse any & all flu vaccinations. I do follow up yearly / periodically with the "usual' vaccinations. From my experience, the VA hospital holds itself to the contract for veterans at this hospital.

Part of the problem underlying this Senate Bill & the concerns of its sponsors is the rapidly developing occurrences of 'antibiotic & antiviral sera resistant diseases occurring within the illegal immigrant populations. These spread about the small communities of these illegals; thence, to a larger community. For example, two to three years ago there was a near pandemic occurrence of measels; then, chicken pox. Shortly after, a breakout of tuberculosis strains resistant to our drugs. And, there are more outbreaks of similar situations annually & more frequently.

Part of the rationale, is that these diseases could spread quickly to the wider community. Thus, veterans & their families would be infected. Currently, Chinese national medical authorities released a report of untreatable swine flu found within random samples of recently slaughtered swine. Chinese meat industries regularly administer antibiotics at stockyards of swine moving through the meat handling stages. This practice gives rise to drug resistant diseases. Europe has banned the importation & sale of animals intended for food processing.

What I'm getting at here is an expanding concern of drug resistant diseases within the food chain. And, too, drug resistant diseases brought into our country by illegal immigrants and largely medically unchecked legal immigrants. This introduces new strains of the wide range of dense population community diseases. The recent flu season brought about the discovery of a few strains for which the health organizations had no ! vaccines !.

So, relative to the veterans, receiving treatment within the VA system, there is definitely a dilemma. If by contract with the VA, some veterans develop diseases which are 'untreatable' - what is the VA & health system to do ?!  I don't have the answer. I think few do have any resolutions to the problems. I think some of the sponsors of the Senate bill are grasping at ready "legal" solutions to meet the emerging disaster.

I do hope to read, hear more of the Senate Bill 1203. Thank you once again.

Your welcome Garie and that you for that information. Would you and others mind placing a call to Senator Dean Hellers D.C. Office and ask for clarification on Senate bill 1203 sub-section 101? I haven't recieved a response yet and I talked with them and E-mailed the senator. If enough of us contact him he will get the message and he has been good about replying in the past? His number is: 202-224-6244. Thank You.

Will S.1203 Result In Vaccine Mandates For U.S. Veterans?

"The vaccine industry is currently estimated to be a $30 billion dollar per year industry, with some projecting it will be a $100 billion dollar per year industry by 2020.  Many believed this an absurd prediction until it became clear that the industry was not planning on increasing revenue in such a short period of time by introducing new products, but rather be compelling vaccine uptake in greater numbers and in groups that have never had mandates before.  In fact, 2015 saw more than 100 bills introduced nationwide to increase vaccine sales, not just for children and members of the military, but now for adults in the civilian world.

The veteran affairs funding bill, which has passed the Senate and is now in the House, may be one of those measures.

Concerns that U.S. military veterans may be forced to comply with the new CDC Adult Vaccine Schedule began to spread in November, when Nevada Senator Dean Heller's bill, "S. 1203 - A bill to amend title 38, United States Code, to improve the furnishing of health care to veterans by the Department of Veterans Affairs, to improve the processing by the Department of Claims for Disability Compensation, and for other purposes, ..." passed the Senate.  A section of the bill regarding immunizations, added by special interest groups while the bill was in committee, is worded so it could be used in the future to make rules that would penalize veterans for failure to comply with recommended vaccines. ..."

[I've always been suspicious of the statement: "and for other purposes ...," associated with legislative activities.]

I have posted a letter on this site from the co-author of this Bill Senator Dean Heller who has assured us that there are NO maditory vaccinations and veterans Wiil not be forced to be vaccinated against their will. People need to stop spreading this type of hysteria. If you feel your right contact the authors of the bill to write a reply stating what you feel are facts and post it. If you contact them you will find out they are more than willing to respond.

The problem with unclear legislation is the interpretation it receives down several levels before reaching the veteran. It could be at the bottom of the pole, vets will be told to take the vaccinations or lose their's difficult to put the genie back in the bottle after damage is done..........clarification is indeed needed and should be inserted before the House of Representatives deal with the legislation.
