A

PERSON WHO LAWFULLY POSSESSED AN ASSAULT LONG 14 GUN OR A COPYCAT WEAPON BEFORE OCTOBER 1, 2013, AND WHO REGISTERS 15 THE ASSAULT LONG GUN OR COPYCAT WEAPON WITH THE SECRETARY OF 16 STATE POLICE BEFORE NOVEMBER 1, 2013, MAY: 17

(

I) CONTINUE TO POSSESS THE ASSAULT LONG GUN OR 18 COPYCAT WEAPON; OR 19

(

II) WHILE CARRYING A COURT ORDER REQUIRING THE 20 SURRENDER OF THE ASSAULT LONG GUN OR COPYCAT WEAPON, TRANSPORT 21 THE ASSAULT LONG GUN OR COPYCAT WEAPON DIRECTLY TO THE LAW 22 ENFORCEMENT UNIT, BARRACKS, OR STATION IF THE PERSON HAS NOTIFIED 23 THE LAW ENFORCEMENT UNIT, BARRACKS, OR STATION THAT THE PERSON IS 24 TRANSPORTING THE ASSAULT LONG GUN OR COPYCAT WEAPON IN ACCORDANCE 25 WITH A COURT ORDER AND THE ASSAULT LONG GUN OR COPYCAT WEAPON IS 26 UNLOADED.

This bill is not consistent with the 2nd Ammendment .

In DC vs Heller, the Supreme court upheld: quoted: The court then held that the Second Amendment "protects an individual right to keep and bear arms", saying that the right was "premised on the private use of arms for activities such as hunting and self-defense, the latter being understood as resistance to either private lawlessness or the depredations of a tyrannical government (or a threat from abroad)." They also noted that though the right to bear arms also helped preserve the citizen militia.

There has been some confusion regarding March 1st and March 5th. To clarify: We want you to Come to Annapolis on both days. If you can only come to 1, please come on March 1st.



1) There are two days of hearings in the House of Delegates Building and they are March 1st and March 5th



2) HB 294- the house cross file (identical) of SB 281 will be heard in a joint committee (Judiciary and Health and Government Operations) in Annapolis on March 1st (this Friday) and WE WANT PEOPLE TO COME IN NUMBERS please do not be confused- come on MARCH 1st and bring others with you!! This is the final opportunity to defeat the Governors bill- we can stop it in the House but we need you to come!!





3) There is an anti gun group who have planned and are holding an ANTI GUN RALLY on MARCH 1st the group doing it holds the permit for lawyers mall on that day. We are simply saying please do not gather on Lawyers Mall on March 1st- we do not want to lend our numbers to their cause. BUT PLEASE COME ON MARCH 1ST to the hearing!!



4) March 5th – there will be a PRO GUN Rally on March 5th at 11 am on Lawyers Mall AND hearings on other gun bills on this day. If you couldn’t come on MARCH 1st, or can come on both days, please plan on attending the RALLY and HEARINGS on MARCH 5th.



ACTION ITEMS!

1) Call or email your own legislators (Senators and Delegates) to tell them that you are opposed to all bills which infringe on your right to keep and bear arms. If you do not know your legislators, you can find them by following this link and clicking “Who represents me?”



2) Call and email the members of the House Judiciary Committee and House Health and Economic Matters Committee to let them know you are opposed to HB 294 The links provided will take you to the committee roster with clickable links for each member to their contact information.



3) Make plans to come to Annapolis on March 1st AND March 5th to have your voice heard.



4) Print the attached information pamphlet and make copies to bring with you to give to Senators and Delegates





COME TO ANNAPOLIS ON MARCH 1st



HB 294 the House cross file of SB281 will be heard in Judiciary Committee jointly with Health and Government Operations Committee along with a host of other gun bills (follow the link then scroll down to March 1st to view the committee schedule)



If you plan to bring written testimony you would need to bring 70 copies, as this will be heard in a joint committee.



Please note: THERE WILL NOT BE A PRO GUN RALLY ON MARCH 1ST There is an Anti Gun Rally that day at lawyers mall- they hold the permit and we will not be permitted to occupy the mall, nor do we want to in order to not add numbers to their group!! HOWEVER, please DO come to Annapolis to attend the hearings !



Further plans for MARCH 1st in the works:

We are currently working in conjunction with other legislators, MSI and NRA to iron out the fine details of handling the large numbers of people coming out to show their opposition to the Governors anti gun agenda. We have gotten a commitment to provide multiple sign in sheets so that we can ensure that people are not standing in line for hours just to sign in.

There are plans being made to provide separate rooms for the purpose of having honest panel discussions dealing with the issue. Legislators will be invited to attend. As we get more details of this effort, we will disseminate them to you.



Unfortunately, and with sincere apologies, we are logistically unable to give preference to individuals who were unable to testify or who had signed the sheets outside of the Senate Building. We truly regret this but it is simply not possible. Because we are trying to resolve the issues that arose during the hearings in the senate, changes have been made and we are continuing to work with leadership to ensure that the day runs as smoothly as possible, but we were not able to resolve the issue of assigning priority. However, we will ensure that everyone gets to sign the testimony books and that their opposition will go into the bill file in opposition. Please do not be discouraged at the possibility of not actually being afforded the opportunity to speak- We feel strongly that the sheer numbers of people appearing in Annapolis on this issue speaks much louder than any 3 minute testimony. Having your name included in the bill file will let the members of the legislature know you are opposed.



COME TO ANNAPOLIS ON MARCH 5th



This is another opportunity to stand in support of the Second Amendment in ANNAPOLIS!

There is a planned pro gun rally at 11 am on lawyers mall



There will be gun hearings in both the Senate Judicial Proceeding Committee and the House Judiciary Committee
