U.S. Government Employees Pressured Into Lawlessness:  

As the sickening details of the Obama Amnesty comes closer to fruition, it is quite clear that career U.S. Government employees at the Department Of Homeland Security are being setup to break the law.   U.S. Customs and Border Protection (USCBP), Immigration and Customs Enforcement (ICE), and U.S. Citizens and Immigration Service (USCIS) career employees in particular are facing tough career decisions.  

USCBP career employees are being told by their Democratic Political overseers to stop turning back the tide of Hispanic illegals at the Mexican border.   Let the good times roll north!

Montgomery County's Cybersecurity Center Moves Forward: 

The National Cybersecurity Center of Excellence (NCCoE) was established in 2012 through a partnership between the National Institute of Standards & Technology (NIST) in Gaithersburg, the State of Maryland and Montgomery County.  It exists to help "businesses secure their data and digital infrastructure by bringing together their data and digital infrastructure by bringing together experts from industry, government and academia to provide real-world cybersecurity solutions based on commercially available technologies." 



New Minimum Wage In Effect For County:  

The County's Minimum Wage Law that went into effect October 1 raised the local minimum wage to $8.40 per hour.  Under the law, the minimum wage will increase each year until it reaches the maximum of $11.50 on October 1, 2017.

John Oliver - Civil Forfeiture:  

Maryland Forfeiture Law: 

Procedurally, Maryland does not afford strong protections to property owners swept up in civil forfeiture, but it does eliminate the profit incentive.   Property can be forfeited under a preponderance of the evidence standard; the government must merely prove it is more likely than not that the property was involved in a crime, a far lower standard than beyond a reasonable doubt.   Property owners are effectively "guilty until proven innocent":  To contest a seizure, the property owner must prove that the property was wrongfully seized or that the owner did not have actual knowledge of the conduct.   But Maryland Civil Forfeiture law, unlike most other states, avoids creating a profit incentive for local law enforcement.   All proceeds from civil forfeiture flow to the state general fund or the local governing body [e.g.: The Montgomery County Council].  

With the profit incentive eliminated under state law, Maryland law enforcement can and does still obtain forfeited property by working with federal authorities through adoption and equitable sharing.   Despite the mandate that forfeiture proceeds go to the general fund, state law enforcement, working with their federal partners, received more than $50 million in forfeiture  -  law was challenged in court, but the Maryland Court of Appeals ratified the practice of equitable sharing even when law enforcement failed to obtain a court order permitting the use of the loophole.
