All presentments by the American Grand Jury can be presented LOCALLY to Mayors and City Councils as this first effort by Neil Turner clearly does. If this were done in the approximately 20,000 city councils across the country, would it make a stir? All of these officials can be found guilty of misprison if they do not follow through with these charges going to the grand juries of the respective municipalities!
